There's no silver bullet that will solve this problem 100% of the time, but there are things that can help. If getting a fake security sticker will get rid of the "amateur" theives then you've decreased your chances of being robbed significantly for almost no cost - not bad! As far as being frugal, try not having anything too expensive anyway and then if your house gets broken into you won't have lost too much. Regardless, just don't get too paranoid about this. At some level you have to accept that your house will never be 100% burglar-proof.

You have made references to a basic "concept" that I use for practically every decision I make. I view "life" in terms of percentages.

By this I mean I always have a "mental calculator" operating in my head, calculating the "best percentage of success" for all of my options for action.

Simple example...If I am going to cross the street and a car is approaching... I could...

Run now and try to make it without getting hit...50% chance,
or I could wait for the car to pass, then cross the street...99% chance of making it safely. So I wait until the car passes.

Life to me is just a series of weighing options and picking the ones that have the greatest percentage for success. As codeyeti illustrated, same concept applies...you may not always have a 100% option for success, but you always have opportunities to "improve" your chances of a positive outcome.

It makes decision making a pretty simple task for me.
